In Germany two girls under 14 y. o. murdered another kid, due to their age they cannot be charged. What do you think should happen to them?

So this incident happened pretty recently and it seems child violence is seriously on the rise. A young girl got killed brutally by her peers. They planned the murder to the detail, stabbed her over 30 times put a plastic bag over her head and left her for dead in the forest. They later shrugged it off as if it was nothing, even calling one of the parents telling a lie about where the victim is and make tiktok videos. Recently it even got out that the girls googled at what age you can get charged and get away with it. These are signs of true psychopaths.

Law in Germany though says under 14, you cannot be seen as guilty. As if saying, under 14 you're all innocent and good. What do you think of this, should the law be updated to 10 y. o? What is wrong with those parents as well? To me they carry part of the guilt. Next to this case, also lots of child gangs and violence happens, one of the reasons is that they are well aware that they can get away with it due to their age.
