I would make it so that all interest payments must be tied to income, no income, no interest. Low income, low maximum interest, ie something like 10% can at most go to different interest payments each month. That way you can't enslave people with loans and debts can't tumble your economy and people need to accept that lending money comes with risk of delayed repayment.

eliminate bad genetics and replace them with good genetics

therefore nobody will ever be subjected to the Devil Effect and instead be judged on their merit rather factors outside of their control
