Why not just put the parents in jail and let the government raise the children? Or, skip the fines and jail; just have the government take custody of all children and raise them to age 18

how old we talking about? When I was a teen I would go to bed but I would sometimes wake back up and get online at 1am. Sometimes it was for fun, sometimes it was for school work.

Obviously not. Parents are solely responsible for their children's upbringing. That being said, parents need to impose strict enforcement of filtering what their children see and hear online. as well as time limits
