Kamala Harris was picked because Biden promised to pick a minority woman. Obviously her ability didn't matter; she just ticked the identity group boxes. The same thing happened with his selection of Ketanji Jackson for the Supreme Court, who famously said during her confirmation hearings that she couldn't define what a woman is because she's not a biologist.
