What kind of person do you think is someone who hits on people's weak points to win? How to deal with such a person? Moreover, if this person is in a high position?

This is very cheap behaviour. To protect ourselves from such situation first of all we should be very much careful about not spilling out our weakness to anyone no body should know about those second we should keep pretending to be strong even if we are weak. Thirdly if they already know about it and attack us we should strongly face it and revert with bold questions like "what are you trying to prove" "what's your intension" , "is it making you feel stronger to play this game like this" etc.

We shouldn't tell anyone about us more because mystery always feels dangerous

Taking stand and ready to attack back kind is like when shark or lion attack a human it is said not to run but face it and attack. It makes them to fear even when we have not much power before them. Similarly even if that person is very much powerful to you if you take stand and would take position to fight it's really very much frightening for that person. Even if you lose at least you would feel confidence in yourself and it would make you more stronger. You would be one step above than your weakness.

Knowing others weak spots grants power, that's a common knowledge among politicians. That's why there are lot of pedos and other perverts among politician because they have to be blackmailable for gray eminences who put the strings.
Usually you shouldn't show your real psychological weak spots , you show fake weak spots for those who won't allow your promotion if you don't show them any weak spots they could exploit if necessary.

Calling people out on their behaviour is a powerful tool.

I once was given some advice - always defend the person that's not in the room. Too often people feed off each other's negativity and desire to gossip.

Sometimes what's needed to fix a negative culture is just someone to defend someone when they can't do it themselves. Even if it's just a "have you tried talking to them about this?" type message
