It depends on if it's an absentee ballot in a state where multiple forms of id are necessary to request them, they have to be requested to receive them, a signature match has to be conducted, and a strict chain of custody is documented, online confirmation of vote recorded exists, etc. or if you are just mass mailing of blank ballots to everyone on the voter roll with no request, dirty voter rolls are on the books, no id is needed, no signature match is conducted, unsurveilled drop boxes are placed at random places, etc. There is a proper way to do it to have clean elections and there is a proper way to do it to have rigged elections. Some states do it with the goal of clean elections, others do it with the intent to defraud the constituency...

i believe that problem. oversea voters should need to hand deliver to consulate with photo id. or copy countries that can't vote from outside country.

in country need... proof of citizenship like passports, now that non citizens get driver license which is not enough anymore.

They're not inherently more fraudulent than any other type of voting, I mean old people who can't make it to the polls vote mail-in all the time. Until it became more popular due to the pandemic, Trump didn't say they were fraudulent, he just knew that he'd lose if the mail-in ballots were counted. He actually won the mail-in vote in 2016.
