Should school bullies face severe consequence if the victim kills themselves or attempts to?

These were middle school bullies and US is already known for judging 12-13 year-olds as adults for serious crimes. The 12 year-old girl ended up hanging herself, survived but with permanent brain damages. She's in a vegetable state and will likely never do her daily functions ever again.

I believe even a teacher participated on the bullying when a student asked ''Where is the roach'' and she pointed to her. Even after she's in the hospital, the bullies headed to the hospital just to post pictures on social medias, harassing her one more time while she's under that state. Is it time they face serious consequences? Harassing someone nonstoppable to the point they contemplate death sounds like a serious crime to me.
