Do you mean "Google Pay" or a Google Play gift card? Google Pay can be used a lot of places. A gift card can only be used on Google Play Store.
If you have a gift card just take it to one of those places that buys gift cards.

It's perfectly possible to play/use apps for Android using your computer: it involves a bit of programming and downloading something called an "Android Emulator". These are the top 13 Android emulators of 2018: www.androidauthority.com/.../
Most are pretty simple to setup on a PC & Linux, but not so simple on a Mac. With the emulator you can play and use any Android or Google Play app.

I would avoid giving any credit/debit card information to anything to do with Google. I have heard of too many horror stories about over charging and people trying to cancel payments but Google keeps charging them anyway.
