If a woman with a public Instagram profile blocks your account and makes it clear that she doesn't want to communicate with you, is it a violation of her boundaries to watch her public Instagram stories from another profile?

no it isn't, and instagram is silly for even having the block feature enabled on public profiles. as its missleading..
and philosopicaly speaking, however bad she thinks you are, a random member of the public is always potentualy worse.
