I did not download the arrive Canada application during my last trip back from Maine heading to Montreal and that was mandatory for border crossing last month. The guy let us go when I said I did not have data on my phone cause for some reason my cell phone said I could buy data but would not let me buy data when I tried. There was also a block for around 10 or 15 minutes where no cell phones worked cause it was close to a hidden military site so I think that was one reason the border guy let us pass through. He knew I was probably honest about not having the chance to download the app.

The almost happen to my former girlfriend and I when we were on our way to Costa Rica, from Mexico. The planes personel told most of us that exited the plane to wait at the gate unknowingly we had to go through the entire customs line again. We had less than 5 minutes to board, the plane was less than half full. The lady ahead of us spoke for most of us explaining customs was not to charge anyone for a visa and just give everyone a pass to board, she meant business, the police were involved and the airport realized a plane was about to leave not even half full. They held the plane and logged it as a delay. They escorted us past customs to board the flight. Needless to say somebody was getting fired that day.
