It looks like a cruise port terminal to a private island owned by a cruise company. They are all over the place in the carribean. Those massive companies that own those ships also own islands that they build up as resorts so they can ferry their passengers for days off ships to "play" and relax. There were studies done (specific to certain length cruises) that showed one day on land improved guest experiences and got higher ratings for the cruise lines. The thing is that if you book an extended cruise you are likely seasoned at those ventures and know what you are in for and what to expect. Those 5-10 passengers are often not so the welcome chance to get off the floating petri dish is much appreciated and garners higher marks for the line when guests are asked to fill out surveys
Obviously it's now a resort island but I suspect the original use might have been more interesting, perhaps darker, hence the question
Looks like a man-made island that was constructed and then developed, probably by the Chinese in the South China Sea. It may also be an island developed by a cruise company... There is what appears to be a ferry boat at the long dock in the upper left part of the image. There might be cars on the bridge connecting it to the island.

It is an ariel view of Joe Biden's beachfront estate/
Caribbean island, probably in the Bahamas, bought by a cruise line and developed as a private beach port of call.
Let's take a looksie dooksie. It appears that yet another cruise company acquired themselves a private island in the Bahamas and developed the hell out of it

Probably some destination cay in the Bahamas. Two ships currently docked for their tourists' day or two of fun.
CocoCay or Little Stirrup Cay, Bahamas, is a leased island used by Royal Caribbean Cruises Ltd. for entertaining guests.
