Is this DOG guilty of STEALING its owner's LUNCH?

This is a mug shot of Ice, a police dog in Tampa Florida who is being charged with eating his owner's lunch, who left his half-eaten lunch in the cafeteria to take an urgent phone call. When he returned, the food was gone, and Ice was seen by witnesses to be licking his chops. The actual charge is pretty theft, stealing a police officer's food.

Lawyers have volunteered to take Ice's case "pro-bone-o", and are confident that Ice will be found not guilty - there is no video of the incident.
