Partly yes, but there are much more people to blame for, like classmates, teachers, health system in general, lawmakers, ... or just society in general.
And if you go down this rabbit hole in this case, you may also treat every other crime the same way.

if the parents are somewhat responsible... so is school, and teachers, and neighbors, and relatives, and TV, and society and social media networks and so is everyone else
we're all responsible to some degree and not just for this but many other things as well
so, it should be case by case scenario... and not a generalized thing
Depends on the facts of the case, but merely being the parent of a school shooter should not mean prosecution. And why would being the parent or guardian of a school shooter be any different than being the parent or guardian of any other teenage shooter who kills?
As long as there is no education for parents, what kind of responsibilities do we want to them to take on? We all raise kinds blindly, trying and failing in most cases before we learn what works and what doesn't...
When kids are teenagers, they have their own brains and make their own decisions and experiences... parents can't do anything else...
No, some of those parents probably did really try their best to help their kid develop a stable brain cell count, but as the brother of someone who intensely acts like he’s from the hood and ends almost every sentence with the n-word despite our parents always doing a fantastic job at being parents who work hard and are successful, it’s not their fault. Some children are just unfortunate enough to be born with that extra chromosome in them.
No it was their kids decision to do those acts, they have their own mind.. Influence only goes so far.. It doesn't make up your mind for you, it just nudges you into a certain path.. But also the shooter is responsible for their own actions, and most of the time the parents didn't know anything about their plans.
Of course not- unless they've got mind-control devices on their kids, they're making their own decisions. Should bullies face criminal charges when their victims snap?
The only way they should be charged is if the kid was unable to get a gun permit because they are a whackjob and buy them the gun.
By your logic, YOU should face charges for what your siblings and parents do, then.
Regarding that link, you need to go back and read it again. He was building a case of diminished responsibility, not prosecuting, his aloof mother.
They deserve all they can get with having guns in the house.
