What's the meaning behind the chin touch?

I know there's meanings when a guy kisses you on the forehead but what's the one for when he softly grabs your chin?

Like when you would go to grab someone to kiss them but don't kiss. He just caresses it and smiles your way. Like a soft touch and a look like "your so damn cute".(<--wonder if that's the meaning), hahah
