I mean, what if he doesn't act shy and is acting perfectly normal, talking to you but just not making eye contact for a long time? Then when he does, its for a quick second. The girl can't be ugly if he is on a date with her. So, what is it?
I'd say he's pretty shy and trying pretty hard not to get it wrong. Probably trying not to stare and maybe he's just not comfortable at the moment. It wouldn't be a lack of interest. If the bloke wasn't interested he'd let himself go a bit and relax.

Unfortunately for a shy or scared out of his mind (and if the guy really likes you he most likely is ) eye contact is very very difficult. Eye contact with someone gives away an immense amount about them, and holding eye contact with anyone that you are frightened of is tough.
It took me years to realize the importance of eye contact, and before that I was a eye wanderer, I never looked girls in the eye because I felt as if it made me a stalker and that they would assume I'm staring at them.
Most likely He is scared and doesn't know what to do with his eyes, which is leading him not to have eye contact with you.
Next time you managed to catch his gaze, even for a second, give him a good solid glare, lean into him a bit and smile... from then on in he should become allot more comfortable with looking into your eyes =)
Some guys worry that the girl will think it's weird if they stare so they try not to on the first dates just put your hand on his chin and make him look you in the eyes... not forcefully but a couple of fingers gently under the chin will let him know its ok!!
