Depends how the woman carries herself. Though in general, showing a lot of skin is generally slutty/desperate, and while calling a lot of attention- it's generally the WRONG kind of attention.

I don't think it's slutty at all! But, maybe if you decide to wear a low cut top perhaps you shouldn't wear a very short skirt that day.
