You haven't given enough information to determine that. There are several things you need to establish:
1.) What are your goals in relation to your starting point? (e. g. some leg/ab muscle definition, greater curvature, bigger/smaller butt/arms, etc..)
2.) What are you defining as "toning" workouts (what are the exercises & what is your rep and set range)
3.) How intensely are you doing the exercises (until muscle failure? mild breathing discomfort? great breathing discomfort?)
If you get out and just workout, you're definitely gonna be better off than if you didn't. But if you have a clear goal and an established, proven path towards that goal, you're going to be best off.

30 minutes is enough if you keep the break times short. when I workout with a buddy, our only breaks are when the other person is doing their set and when he's done im instantly doing mine. even through the super sets it fucking kills! yeah you're good just don't take too long of breaks.

You haven't given enough info to answer the question. Also, "toning" workouts can mean a lot of different things since there's no such thing as "toning" really. There is muscle gain and fat loss. That is it. You're either focusing on one or the other. Regardless of which you're focusing on, there are more efficient ways of doing it than how you are right now.
Yeah sounds okay as long as the breaks aren't too long. Time isn't really important as long as you're doing everything in your workout program.
On a little side note, there's no such thing as toning workout, it's myth.All ok as long as the break between sets isn't over 20-30 seconds maximum and a proper diet to go with it :)
Ideal workout timing is an hour or less of high intensity workouts :)That should be fine as long as you working out for a continuous 30 minutes with little to no breaks in ur workout.
The nutrition matters WAY more than the workouts BTW.That's fine if you are just looking to tone. You probably won't start to notice results for at least a few months though, if you're new.
Each workout should be 45 mins/4 times a week.
