Also, two 16 inch circles does not equal a 32 inch circle (4x the area in a 32 inch circle)...
Now if your hips were 16 inches in diameter, your thighs SHOULD be a little less than half of that (if pressed together-- simply standing straight is not an accurate measure). But you're talking circumference and so no, because thighs aren't perfect circles-- they're more ovular in shape-- thus there's no accurate way circumference can be used to determine diameter of the hips and thighs.

Not necessarily no. Some people like to have thick thighs and some like the "gap"... As long as you are comfortable with your body - you shouldn't care about the numbers.
