Over the years, I have lost weight, and my stomack and waist keep getting smaller. I wondered why for a while until I noticed everything was, literally going to my thighs. I'm on my feet and always walking and active too, so I have your problem in reverse. Going to see a doctor is a good decision, so good for you. Very smart. I have done everything but.
I think I would have to agree with Vendrix on this one. Meat and other proteins should help you. If the doctor, for some reason, can't help you, you should try to see a nutritionist. Maybe they could help.

metabolisms burn fat. if you're trying build muscle and bulk up your legs, then you need to eat protein (shakes and bars) and then you need to do leg exercises. it's not like, "i'm eating protein tonight" you need to dedicate time to this and that means getting to the gym or finding other ways to workout your legs in combination with eating a high protein diet.
If you go to a gym do squats. They are the best weigh to bulk the legs. Start with just a light bar or none and see how it goes, try doing 3 sets of 10 reps. It also makes you tighten your stomach to protect your back. And don't go past 90 degree knee bend.
Also eating meat or other protein is a must. Grows the muscle.
