If not, guys wouldn't have leg and chest days they would just stick to doing total body workouts everyday. That area is always the trickiest to get rid of. Spot reducing doesn't do anything, as was mentioned it being a myth.
The main questions are how much cardio are you doing on those days? As long as you're doing 40+ minutes daily, just give it time. It'll come off eventually. The fact that you said you're dropping it everywhere else is a good thing. Give it time.
tough to get rid of love handles with just exercise. Keep dieting. It might be the last thing you lose.
But I've never had love handles so I don't really know, but maybe someone else can answer better than me

You can't spot reduce. It's a myth. You can however reduce weight by diet.
You can only lose fat everywhere at the same time.
