Sounds to me like you have combination skin. I have the same problem. What I've done to help is started to use different products and find stuff that works for me. Everyone is different, so stuff I use may not work, but I'll tell you anyway so you can try.
I use olay products as I find those are the best for my skin. I use a toner to get rid of oil, a deep cleanser to clean my skin and then the olay moisturizer (the one without the scent) as I find it's the only moisturizer that works for me without causing a breakout or that oily feeling on the skin.
I lightly pat on a small amount of moisturizer on my skin after a shower. I only use the olay moisturizer on my face because it's expensive and my body can handle other moisturizers without breaking out.
I also use face masks to help get rid of oil and keep my skin clear.
You also have to change your skin routine with the seasons. In the drier months (ie. fall and winter) I use mainly just moisturizer and sometimes the deep cleanser that has sandy particles in it to exfoliate the skin. This breaks off the dead, dry skin to help keep your skin clear.
In the summer I use the toner to cut down on the oil. I will only sometimes use the moisturizer. And I do face masks. I use the deep cleanser occasionally too.
The best thing to do is search out products which are for combination skin.
