I need to know how to build muscle mass in my arms (I'm naturally skinny)?

I have a super small frame and my German ancestory gives me a super fast metabolism.
I've been lifting weights non-stop specifically targeting the biceps to see if I could make even a small difference, but nothing works. I've also been at the exact same weight for the past 8 years, 145 lbs, even though I'm 6' 00".
I've pretty much given up on diet because after drinking 100% dairy cream and not gaining a single pound makes it seem hopeless.

Is there some fast way of just putting on at least some muscle mass to my biceps?
