Do strength training, but focus on low weight, high reps. calisthenics would help you a lot. Also make sure you are receiving a proper diet, and that your body fat is sufficiently low enough to allow your muscles to become visible in the first place.
You don't seem to have a lot of fat, so don't focuss on that. It will burn simultaneously if you start building muscle. If you are in a gym, bodypump is ideal to tone the body without getting a body builder look.

You need to incorporate weights into your routine in addition to cardio. You need muscles to look toned.
Go to a gymnasium and have one of the personal trainers create a programme for you.
Ask an expert, not a bunch of amateurs on an internet forum.You need to have muscle in order to gave muscle tone. Everybody should be doing strength training.
