Well there's always cardio and healthy eating! And follow a weightlifting routine. I can give you one or you can look one up at bodybuilding.com . Many girls think that weightlifting would make them look all bulky and etc but truth is they can't look like that because of the estrogen/ testosterone of females. I mean unless you take steroids :P Lifting will put you in the best shape of your life and trust me, it will help you relieve stress and feel wonderful.

You can't spot reduce fat, it'll go away as you lose weight. Doing some hip adduction (not to be confused with hip abduction) workouts will tone the muscles there which will in turn firm the area up, but the fat will just go when it goes.

-30 to 60 minutes of cardio a day. You didn't mention what your main cardio is, but I would say try a different form of cardio, something that will work different muscles and parts of your legs. For instance, running or jogging or cycling or zumba
Pilates legs workouts...
It iw weird...but stretch your legs...do squats and open and close your legs a lot.
It can tone the fat...and make your legs more fit...

when you stand up, stand with your knees slightly bent for as long as you can, this will stimulate the muscle and burn the far around your thighs resulting in more toned thighs, but this doesnot happen over night remember.
Swimming is hands down the best cardio. It will tone the f*** out of you.
exercise doesn't burn fat (it does but not too effective) diet does... well diet and exercise
My only idea would to go down in weight but increase reps
