I’m 5’4 and weight 120 at the moment. I have always been skinny and been 110-115 and now I’m 120. I’ve always wanted to gain weight , it was one of my main insecurities. I’ve always loved my body. Skinny petite with some curves and skinny waist but I have always had skinny legs and skinny arms that’s why I wanted to gain weight but unfortunately we all know different body gain weight in different parts of the body. I’m 120 and you can tell I have gain some weight but not as I want to. I’ve got alil belly not to big but it bothers me, my arms did get alil thicker ( no more spaghetti arms 😅 ) but my back has gain weight which I hate it. Also I have gain weight on my legs and inner thigh that I wish I can get rid of. I got alil bit of cellulite too. And my ass hasn’t grown at all or at least I don’t even see a difference. Which means that the fat that I’m gaining is going to my upper body instead of my lower body where I wish it would go.
Now I don't know anything about fitness , working out and diets. I’m indecisive if I wanna workout to lose weight or to work out to tone this body I have. My goal is to remove fat from my back and stomach and tone my legs arms and ass and stomach. Any tips?

All excess fat can be burnt off.. it’s an accumulation of unused calories.
That being said, if you develop a caloric deficit then you’ll eventually lose all excess fat
