The only thing that separates it from another skirt is that it's plaid.
Would you have a problem with her wearing the skirt if it were just one color with no design?

Also, the fact that you "let" your girlfriend wear something shows a control or

i want one too! can't be too short though because then it gets kinda slutty. but they can be very vintage and cute looking. I'm sure that's why she wants one. not to look all sexy to other guys and stuff. but maybe a little bit.
the problem here is that she's not going to want to be told what she can and can't wear. you're not her dad, however what you can do is tell her why you don't want her going out in what you think she's going to look like and as flippy said, maybe suggest what she could wear along with it, so that it's not so, well, as you and I would say, risque...
BUT beware, this is probably just her way of trying to make you pay attention to her more and she thinks wearing something like that out in public will get you jealous. if you show her that, she's won. do you really want to give her that satisfaction?
Personally, I think they are cute..as with anything fashionable, of course it will draw attention. But no one will think you're being too flirtatious; they will just think you're into the latest trends.
