My boyfriend is making excuses NOT to see me? GUYS HELP

so my boyfriend and I just started our long distance relationship because I'm moving an hour away for college. we agreed nothing was wrong about having one as long as neither of us give up, and he said he wasn't. I said I wasn't either. he told me to have fun and experience college and nothing's to worry about since I'd be home on the weekends. but a couple of issues:

- he hasn't called me since I've left

- the first week he sent me messages basically saying he's missed me and we talked some

- he cut his hair, that he knew that I liked long

- he's become harder to get a hold to, and texts me days in between (which isn't too off base, we usually space out talking times when we were physically together)

- had nothing to say when I wanted to Skype him or talk to him on the phone, yet said he thought nothing was wrong when I pointed out that I've been making more effort.

- I told him I was coming home for the weekend and he said he wanted to do something with me Friday, we made a time, and then he cancelled saying he was too tired and that if he did come over it would be for a few hours or he could see me after work tomorrow after midnight, even though he told me that Friday would be our day for me coming home since he works weekends and that this would be the only Friday that we wouldn't see each other. bull. I've been gone for two weeks wtf. so I said no, that's the time I put aside, and then later as

- I did try talking to him about it, almost breaking up with him, and he was saying that I was the one who was unsure of the relationship and he still wants to be with me. he agreed to call and Skype now, but at this point I doubt he'll follow through.

he used to be so sweet and respectful to me, and we were each others' first everything basically. I feel like I'm making a lot more effort and he could care less. why do supposedly 'nice' guys do this?
