Am I supposed to feel anything when he touches me?

He touches my hands, my legs and my face.
But I don't feel anything ever. It's like touching a chair or a wall or holding a phone.
It is ordinary. There are no chills and sparks.

I only get chills when he is extremely close.

Is this normal? Is the spark real? No chemistry?

u did not mention your "attracted" to him but you mentioned "extremely close" which i believe u give a wrong assumption to this approach, Men and women have a space it's a normal reaction if somebody was at your space. .Forget it and threat him as a friend.

To be honest that's odd, your attracted to him yet u feel no spark in his touch.Maybe it's in your mind, your subconscious telling u not to feel anything and you must guard your self, Maybe from a traumatic incident in your previous relationship?

I wouldn't say this is normal, if you are attracted to someone you get chills and stuff when they touch you. Comparing the touch of someone you supposedly like to an inanimate object is not usual
