Honestly I wouldn't let a guy I didn't like grab me like that. Just because she didn't say she liked you doesn't mean anything. She could be hiding it, or she could be one of those girls that just likes being touched and grabbed. But ok if I liked you, of course you could keep on doing it, just don't try to go further surprisingly. Well the guy who did it to me was a good friend of mine. So it didn't bother me. Until the incident at his house, of course.

It depends on the girl. If she has no objections, it's not harassment. But I mean, all girls are different. Some can't stand being touched at all by guys, others love it, some girls like being touched but not on their breasts... you just have to be careful not to offend them. If it looks like something you're doing is bothering her, just stop, simple as that.
