Should there be mandatory counseling or waiting periods before finalizing a divorce to encourage reconciliation?

Mandatory is a word I don't like , particularly for " the land of the free " , but I think the point is " encouraged " , so the counseling was offered and there was some kind of program to go though , anything that could encourage those involved to think about what they are actually doing.

if a wife is abusing a husband... or a husband is abusing a wife... you should never encourage them to just "work it out and stick together"

No, there shouldn't. People enter marriage voluntarily, and like any other relationship, can leave with no one else's approval.
