My ex best friend wants to move next door. I hate the idea. am I unreasonable or is she?

I have know my ex best friend for 10 years. She then became really toxic and we have had several blowups at each other. After our last blowup we have not spoken to each other in 3 years. She tried to apologize but I'm over it. It's a routine and she never changes. Then she began acting like nothing happened and started to initiate casual conversations with me.

She started telling me how she was going to move next door to me soon and expected me to be happy. I was furious. I lost it on her and told her it was a terrible idea. We are not friends, won't be friends and I'm done with her toxic behavior. I told her I want no part of this friendship that doesn't work and is filled with drama 75% of the time. I told her I will not speak to her if she's here.

She then made me the problem and told me I'm insane for not wanting her to live there and the issue was because I can't let things go. She told me I have no right to control her and began manipulating the details of the argument again.

I don't think I can dictate where she lives. I just don't like the idea of not being able to get away from the drama.

Am I crazy? Am I in the wrong or is she just being her usual toxic self?
