He's probably not over her. If he was, it wouldn't matter for him to unblock her. Once I block someone - which is pretty rare - I usually don't look back. There are sometimes I will unblock certain people to clear out my block list like what he's saying, but the one I never unblock is the pesky ex. He cared enough to unblock his, probably hoping she'll notice and then unblock him too.
He's lying and you know that.
