Girls and guys, what does, "I'll let you know when I'm free" mean?

So I went out with a girl last Saturday and I had a good time. We talked a lot. One hour straight, and she even told me where she lived. After the date, I followed up that night saying I had a good time and I mentioned something in the conversation we had. She replied that she had a good time and she thanked me for bringing up the conversation.

I didn't reply back until Wednesday (yesterday), because I didn't really have anything to add to it, and I asked if she wanted to go on a second date, and said I had a good time again. She said she had a good time too and "maybe one of these days we can set up a hang out." So then I asked her if she was free this weekend and the next day (today) I asked if she wanted to go to a movie and dinner this weekend. She then said she couldn't this weekend because she had family coming over, and that she'd let me know when I'm free.

The thing is, most of the time I heard the "I'll let you know when I'm free" from girls, most of them never followed up. So what do you make of this? It's not like she flat out rejected me, but when you say this girls, how often do you really follow up on the guy.

I've decided that I'm not going to follow up, if she doesn't. because I feel like I'd be putting way more effort than I should. She generally replies to my texts, and sometimes its thorough if mien are, but its been kind of boring lately. She responds to my texts, but doesn't initiate conversations or ask me questions much. It's a bit early though so its hard to say.
