Is he just shy? Like, why didn't he just say hi?

So I work with this guy and two weeks ago when I went to pick up my check, he kept looking at me and stepping towards me to say something but then would walk back to his spot in drive through (we work in fast food). He didn't say hi to me until one of our mutual friends and coworker's said hi. And then he walked up towards me and said hi too.

Well today, our mutual friend and coworker wasn't there. I went to pick up my check and my crush was there and I felt him look over at me about three or four times. One of those times, we made eye contact and he acted like he was seeing something behind me. The other three times or so, i I saw him look over at me, with the corner of my eye.

He has previously flirted with me and checked out my butt. Since he made a comment about it.

But why is it that he has trouble walking up and saying hi to me when I pick up my check? ALL of my other coworkers go up and say hi to me. Could this mean he likes me?
