Why didn't he ask for my number (and/or should I have given him mine)?

Ran into a longtime guy acquaintance that I have a lot of mutual friends with at a work gala. See him every few years so we're not close. I've always though the disliked me because he seems to go out of his way to avoid me, so I avoid him back because I'm petty af. However, I'm starting to think he has a thing for me and is just shy:
- I have caught him looking in my direction
- He won't strike up a conversation first or say my name, but will hover in my general area. He stood right in behind of my chair, talking to people at my table besides me, and finally I talked to him
- He asked me to slow-dance with him (did not dance or really interact with any other girls, was always with male colleagues) then awkwardly disappeared after the dance
- He stood by the exit looking straight at me (as the night was ending), and we got to talking. He said it was "really good to see you",, but never asked for my number. I later found out from my friend he tried to organize a social event the next day but I had already left

Basically, was he just too shy to directly ask me for my number (and was he prompting me to give him mine)? Or is he just not that interested? Boys, would you welcome a girl in this situation passing along her number, or would it take the fun out of the chase?
