Why do guys act like I should be the one to make the first move?

So this has been a pattern in my dating life for a while: I'll meet a guy, think he's cute, but he'll act super-neutral towards me (i. e. no checking me out, no singling me out for conversation, etc), so I assume he's not interested. Of course, I later find out he DID like me, so then the question is... Why didn't he show even the slightest interest? How am I supposed to know he likes me if he acts like he's indifferent to me? I don't understand why I should have to do all the heavylifting - if I flirt first, I run the risk of being strung along as an "easy lay", but literally NO harm can come from a guy showing interest first. It's soooo attractive when a guy singles you out in a room as THE girl he wants, and ACTS like it. Why are there so many men out there who think I can read their mind?
