It's a good idea. However, it is perhaps more important that age of consent laws are enforced with discretion, regardless of whether they have a 'Romeo and Juliet' provision. That means *not* acting as though "One day over = good, one day under = bad". It's about ensuring that these laws are enforced to stop sexual abuse, not to stop teenagers from having adventures that they are mature enough to have.
