No, they're not a scam. They completely work as intended. It's just that most of the people on them suck, and women have ridiculous entitlement and standards on them (and off).

pretty sure they're partially a scam. I was talking to one of the "girls" on a dating app and I asked what she was up to today. She told me she had to get her oil changed.

Same. When I was 17, I used to go there for fun. The replies are mediocre, most men just want a shag, and women are too unresponsive and demanding! Gosh
Some area straight up scam. But most aren't interested in finding a partner for your. They want to keep you on the site, paying the premium stuff as long as possible.
It kind of is. They ask for money to show you more people and everything is a money pit for them. There are success stories but I don't think any of them are from free accounts.
I've never tried one. I prefer the old fashioned way of meeting women.

They're not in it to help you date, they're in it to collect as much private information about you as possible, which you gladly give them in exchange for a date.

many modern dating apps or sites have been turned into hookup options. not many people are looking for relationships on them these days.

Yes it's a scam because they earn money on you not finding a relationship. Not on you finding one. So everything is tailored for that outcome.
My colleagues have met people on them. My friend's daughter is with a very good man she met on hinge.
Anything that charges money is going to manipulate to get top dollar.
