Move on and find someone better

Wait for them maybe they aren't ready

If there's a chance that they like you but unsure then you can give them some time to be sure (depends on how serious you are about the person)
But don't put too much pressure on that person too. They may say yes even if they're not into you, or they are into you but you couldn't wait so they just say no.
And don't wait for too long though. If you feel like you can't live like this then it's better to get out that complicated situation.
Value their feelings, but keep your emotions at the priority.
