Is it okay my boyfriend has all his ex’s on snap or still saved in phone?

Okay so I know it’s okay to not totally cut off all of your ex’s, but I also know still having forms of communication w them can be toxic/ lead to toxic situations. So I figured out last week my boyfriend still has most of his ex’s on snap and they text him and he doesn’t text all of them back, but he still does occasionally. He treats it like some game. Like “oh it’s funny”. Is this normal or toxic?
