How soon is too soon to offer to meet up again?

I'm getting closer with this guy who I met abroad who currently lives about 4 hours away from me. We met up last week for the first time since we met abroad as I was in the area seeing another friend. Since then we have gotten closer and our texting dynamic has changed completely (we text a lot now and it's a lot more informal). Meeting up is an awkward one because I don't think we are at the point where either of us could openly say we will travel 4 hours just to meet each other (that requires a level of open commitment that we're not really at yet - we're still getting to know each other) but realistically I'm not going to be in his area more than once or twice a year at most which would mean we'd never work out. I'm going to see a friend that lives an hour away from him by train and I was thinking this would be a good opportunity to suggest that we could meet again and it shows that there is a bit more level of commitment between us as there is travelling involved, but it's not the 4 hours it would be which I think would be too much for us at this point... My question is, it's only been a week - is it too soon? There is also a part of me though that would rather see how he reacts to us meeting up for a second time sooner rather than later so that I know I am not wasting my time...
