If this is the first, even time then I’d say let it go, sometimes your moments of being available just don’t align with his. But if it’s reoccurring then you’re not a priority for whatever reason.

If he's at work he's on the clock. He could be doing something that requires his full attention or he has other people around him. I'm sure he'll call you when he has time to talk.
