I’m curious about this because I’ve never had a guy friend ask such a question. Most of my guy friends just do what they do. They don’t tell me they plan to start dating. Why would he tell me this?
Because he wants to see how you react to it, because he wants you to show and interest... because if you were just "freinds" then scared to come out and ask you out. Which is bull shit honestly, but he let himself fall into the Freind Zone Trap then there is no good way out of it.
So, if you are interested in dating this guy, I would say this,
"You kind of caught me off guard when you said you wanted to start dating again, did you mean in general or more specifically me."
Hopefully he says something like yes, I am thinking about you... and then you let him know that might be a good idea or something he should consider.
If you are not interested then you should just tell him this,
"As a friend I think it should start dating and I hope that you find someone that will make you happy."
Perhaps he is simply communicating information to you. Like a friend would and possibly looking for pointers?
Friends tell one another personal information and like to receive advice on matters involving their life. It's really not that complicated...
It means he is horny.
