I don't know, but whenever some guy complains about this being some cultural thing of men having to make the first move, I always get annoyed, because it really isn't a cultural thing.

You would not call this a cultural phenomenon, but a natural phenomenon, based on how sexual reproduction works and how fertility differs in the sexes where women produce one egg once a month and men produce millions of sperm all the time, hence sex is "cheap" for men and "expensive" for women.
Anyway, that was a tangent, you are right that in the modern world, it may sometimes make sense for women to approach.
On the flipside, the risk for women is that the guy they approach will lack the resilience and confidence and courage it takes to approach women you like, despite fear of rejection. He may lack the social skills required to do it.
I sometimes think the reason women are so hard for guys to work out is that it filters out inadequate guys.

Well back when I was scared I passed up many women giving me the signs. Men are human too. Are brains are wired to seek out danger. It's not easy until you get your conditioning use to it. @spongebobssocks The girls I passed up were my type some of the times. Literally to a perfect T sometimes. I wanted them I was just scared back then. It's not as simple as you think. Everyone isn't just perfect already. When someone makes a mistake it isn't always on purpose. It's because they have room to grow and they dont have it all figured out.

i'm not one to wait around anymore because every time i did it turned out horribly. i approached my partner yearssss ago and glad that i did or i wouldn't be where i am now. it sucks that it's still uncommon for girls to approach guys, but some girls do do this. it's best to be upfront or at least read the room before approaching

I think the most simple explanation is that they don't have to most times. Men fight over women 99% of the time. It takes more effort to get women to fight over you, then for the ego boost they're way more intense because women don't fight over men, so the stakes are higher.
Women will approach you if they see you clean, attractive, and with other women often. Though I've only really seen that work on women in their teens to 20's. After they get burned a few times they get more salty and want stuff like condoms.
Anyway, most of the time why would women approach? A guy with a well crafted profile might have 15 bots message him on a dating site with 1-3 women a day, an average woman showing a little cleavage in a selfie will have a full inbox every day.
The sea to fish in is far broader for women as well, I can burn out my options in bars and online dating within a couple weeks, then need months for it to "restock" through break-ups and moves. For women the ocean of dicks will never even go on low tide in rural areas.

I've been approached by some women, but it is an overwhelming minority compared to women I've approached. Anytime that happens though, you know it's going as far as you want as long as you simply don't fuck up lol
If I see a man I like the look of at a library or something (because I never go to bars or clubs) I just look at them. They usually come over and talk to me if I look at them. Sometimes men have approached me on the streets to ask for my number but I have never given it to them that way. I’m quite stingy with my number even if I myself really like a man… I get to know them first lol.

Not once in the many women have I dated, have I ever just gone up and asked. And not once was i ever approached that way. To do so would be so singular focused and creepy. Its like saying "I've made a decision based on visual determination that you shall be my mate".

You're the tough assertive one... so If you do and unfortunately get rejected... It's bad... but not too harsh... Now think about it as a girl... You're not expected to approach... You're risking more if it doesn't work out... You're going out of your way to do it... Now on top of that... She could be shy, introverted, insecure... so it's actually harder for the girl... Unless she's sure the guy is super compatible and can't disappoint her, or if she doesn't really have standards lol... But like I said, in general... I think a lot of girls do approach... It's not underwhelming or very rare... Or at least that's what it seems like to me...

My most accurate guess (and I don't think I'm wrong here) is that society has planted in women's minds the idea, that making the first move is exclusively a male thing and that deters women from trying/pursuing their mate. Which is a bad thing for both men and women alike. It will require tons of effort to erase this nonsense from society and women, so that love can do it's job regardless of gender.
Getting left behind and feeling unwanted by the opposite sex is far from fun. It's damaging.
