Is it worth continuing to date this guy?

I recently started dating this guy and we hit it off since our first date. During our third date we both confessed we like each other so far and would like to continue seeing each other. But as I followed up with him about our fourth date, he said he was too busy. There’s nothing wrong with being busy but after we confessed to each other I was at least excited to keep seeing him and make time for him a I am also busy. We only see once a week because we live kind of far so it’s not like we are seeing each other everyday. Also, I can understand a guy being busy but he stopped texting me as much as he did in the beginning so I feel confused. Is this normal behavior? My friends told me during the beginning of the dating stage if a guy really liked you he would make a effort to see you.
