So there was this guy that I liked in 2019, and he liked me too. But I was scared to tell him. Years passed he quit at our job in 2021.

Personally , I had this one girl I liked 7 years ago but I didn’t do much to get close to her and then 4 years later I met her again and had contact or lets say we were together in a place for one year where I could see her daily and I got closer than I used to and also noticed she also had a silent affection towards me but I still didn’t take any decisive actions to push it further and now I think if we crossed paths the third time , I would like to see it to the end!! Thats all I can say, but it depends on your personal opinion and preferences or beliefs to take the action best suited for you!
As a guy, l would be flabbergasted, in a good way, if a woman reached out to me romantically after 4 years.

Find out whether he's single or not before trying. Honestly if it's bothering you this much you might just be better off getting an answer so you can either pursue it or shelf it for good.
If I were to imagine someone I liked from the past reached out to me (0% probability) I'd be excited since I hate making moves on anyone I like.
I mean, I guess it wouldn't hurt just to check and see if you still wanna try something out or just check to see if the feelings are still mutual.. He may have forgotten about you and moved on, or maybe it would be a pleasant surprise..
A phone call is a wonderful thing & being that you have his number maybe you should test your dialing skills.
