Yes is a cuture thing, it can mean:
1. the girls are very traditional (i will be sceptical for this one) [give them time if you choose this option, be polite, confidance, smile A LITTLE, flowers most of the time, dres nice, parfume, be smart, and flexible when come to the law]
2. they just want to use you for money or to spend some time because they are bored or something

Answer is simple - you got "friendzoned"... both of them are interested in what you have, but not in you. That's why you think that they are interested in you. Other option is that they are not ready for a relationship. Either way... Dump them and go find another girl.
