When applying to a job, why do some companies still want you to fill out employment history forms when a resume can be sent?

Because HR doesn't want to do the job, so they make you do it. Also because HR doesn't like to use a universal system because that would make their value go away. If there was a universal system which contained all info in a cv which could rank them against each other depending on a value matrix. Many HR positions would be on the cutting block. So don't expect them to innovate for efficiency.
Because they want you to do their data entry for them so the idiots in HR can just scan for key words.
HR departments are a dumping ground for the "Woke" and the imbeciles.
It can show that you're willing to jump through the hoops for the job. Also, it might be easier for them to autofill that information if you do it online
It gets added to the HR system that way. It is just the way it is set up. At least in my company

I dont know... im a pipe welder making $60hr an hour and honestly I have not used my resume in like 4 years. Its bull shit honestly.
