It is very likely that they hired internally. People do not make mistakes in areas like this as this would be grounds for firing in the HR department. There was a policy and procedure reason for this action. Corporate has to follow protocols as they are also regulated by government interests.
Perhaps the person responsible for that is just lazy? Or that's how that company operates.
Because your job isn't that important.
