You asked a simple question "Is that actually needed?" and she answered simply "not actually needed", repeating your exact words so that there is no confusion. She could have simply said, "No" but that could be ambiguous: No it's not needed, or No it actually is needed.

Good communication is important in business, as well as personal relationships, and your boss demonstrated it in her answer.

I'm really surprised that your boss even understood your question, considering the unusual abbreviations you used.
